 近年、政治の舞台は今までにないほど混沌としています。対テロ戦争を初め、核兵器問題、民族紛争などの話題がニュースや新聞などで連日報道されていますが、その中でも世界中の人々にとって大きな出来事だったのは、オバマ大統領の誕生でしょう。核兵器削減を提唱してノーベル平和賞を受賞したオバマ大統領の誕生は、アメリカの政治史だけでなく世界にとって大きな転換点となりました。アフリカ系初の大統領であることはもちろん、47才での就任という若さも異例ですが、特筆すべき点は外交相手国との「対話」を重視していることです。

From my very first days in office, we have worked to strengthen the ties that bind our nations. The first foreign leader that I welcomed to the White House was the Prime Minister of Japan. In two months, our alliance will mark its 50th anniversary, a day when President Dwight Eisenhower stood next to Japan's Prime Minister and said that our two nations were creating “an indestructible partnership” based on “equality and mutual understanding”. In the half-century since, that alliance has endured as a foundation for our security and prosperity. It has helped us become the world's two largest economies. It has evolved as Japan has played a larger role on the world stage and made important contributions to stability around the world from reconstruction in Iraq to combating piracy off the Horn of Africa, assistance for the people of Afghanistan and Pakistan. Above all, our alliance has endured because it reflects our common values, a belief in the democratic right of free people to choose their own leaders and realize their own dreams. And together, we are committed to providing a new generation of leadership for our people and our alliance. That is why, at this critical moment in history, the two of us have not only reaffirmed our alliance, we have agreed to deepen it. And as our alliance evolves and adapts for the future, we will always strive to uphold the spirit that President Eisenhower described long ago, a partnership of equality and mutual respect.
就任当初から、私たちは両国間を結ぶ絆の強化に努めてきました。私がホワイトハウスへ最初に招いた海外の指導者も日本の首相です。 2 か月後には、日米同盟 50 周年を迎えることとなります。ドワイト・アイゼンハワー大統領が日本の首相と並び、日本とアメリカは「対等と相互理解」に基づく「不朽のパートナー関係」を構築していきます、と述べた日以来半世紀、同盟関係は私たちの安全と繁栄の基盤として継続され、世界第 1 位、第 2 位の経済大国となる一助となってきました。イラク復興からソマリア沖での海賊対策、アフガニスタンやパキスタンでの民生支援など、日本が世界の舞台でより重要な役割を果たし、世界の安定に大きく貢献していく中で日米同盟は発展してきました。なによりも、私たちが共通の価値観を有しているからこそ、同盟関係を持続することができたのです。国民が自由に、自らの手で指導者を選び、自身の夢を実現するという民主的な権利を信じているからこそ可能だったのです。私たちは、新しい時代の指導力を自国民や同盟国に発揮することを決意しました。だからこそ、歴史上において重要なこの時代に、私たち 2 人は同盟関係を再確認するだけでなく、より深めることで合意しました。将来の状況に適応しつつこの関係を発展させていく中で、私たちは平等と相互理解に基づくパートナーというアイゼンハワー大統領の精神を守っていきます。
【核兵器について】
In Prague, I affirmed America's commitment to rid the world of nuclear weapons and laid out a comprehensive agenda to pursue this goal. I am pleased that Japan has joined us in this effort, for no two nations on Earth know better what these weapons can do, and together we must seek a future without them. This is fundamental to our common security, and this is a great test of our common humanity. Our very future hangs in the balance. Now, let me be clear, so long as these weapons exist, the United States will maintain a strong and effective nuclear deterrent that guarantees the defense of our allies, including South Korea and Japan.
プラハでの演説の中で、私はアメリカが世界から核兵器をなくすために努力することを誓い、その目標達成に向けた包括的な計画を明らかにしました。私は日本がこの計画に賛同してくれたことを嬉しく思っています。核兵器によって何がもたらされるのか？日本とアメリカほど認識している国は地球上にありません。私たちは核兵器のない将来をともに模索していかなければならないのです。これは日米に共通する安全保障の基盤であり、人類にとっても大きな挑戦となります。私たちの将来は不安定な状態にあります。ここで明確にしますが、核兵器が存在する限り、韓国と日本を含む同盟国の防衛を保障するためにアメリカは強力かつ効果的な核抑止力を維持し続けます。
【気候変動について】
Already, the United States has taken more steps to combat climate change in 10 months than we have in our recent history. In short, America knows there is more work to do, but we are meeting our responsibility and will continue to do so. And that includes striving for success in Copenhagen. I have no illusions that this will be easy, but the contours of a way forward are clear. All nations must accept their responsibility. Those nations, like my own, who have been the leading emitters must have clear reduction targets. Developing countries will need to take substantial actions to curb their emissions. And there must be transparency and accountability for domestic actions. Each of us must do what we can to grow our economies without endangering our planet and we must do it together. Japan has been at the forefront on this issue. We are looking forward to being an important partner with you as we achieve this critical global goal.
私が就任して10ヶ月の間に、アメリカは気候変動に関して近年にないほど多くの対策を講じてきました。もっとすべきことがあることも理解していますが、私たちは責任を果たしており、今後も継続していくつもりです。その責任には、12月にコペンハーゲンで開催される国連気候変動枠組み条約第 15 回締約国会議（COP15）の成功に向けた努力も含まれています。会議の成功が容易であるといった幻想は抱いていませんが、進むべき道は明らかです。すべての国は責任を受け入れなければなりません。アメリカも含め、主要排出国は明確な削減目標を持たなければならないのです。発展途上国も、排出削減に効果的な対策を講じることが必要となります。そして国内対策では、透明性や説明責任が必要とされます。私たち一人ひとりが、地球環境を破壊せずに経済を成長させるためにできることを協力して実行しなければなりません。日本はこの分野では先頭に立っています。この重要な地球規模の目標達成に向け、日本の重要なパートナーとなることを楽しみにしています。
